Patrick Forrey was elected Executive Vice President – Technical in March, 2011.  His extensive duties for IFATCA require that he oversee all of the technical and procedural changes to aviation systems in over 130 countries throughout the world that affect more than 50,000 air traffic controllers.  Mr. Forrey works closely with ATC organizations worldwide, and represents the professional voice of air traffic control operators in matters affecting new technology, training, phraseology and procedures.  Mr. Forrey also works with the International Civil Aviation Organization (ICAO) in determining standards and procedures for the international aviation system.

Mr. Forrey has extensive experience in labour management relations and technical implementation that spans the 25-year period of his FAA profession.  Since September 2000, Mr. Forrey has served on the National Air Traffic Controllers Association (NATCA - USA) Executive Board, and recently as Chief Negotiator, President and CEO from September of 2006 to October 2009. During the course of his Union leadership, Mr. Forrey played a principal role in the development of a productive and professional collective bargaining relationship with the FAA.  Mr. Forrey has worked directly with four FAA Administrators, two Air Traffic Organization (ATO) COO’s and several ATO Executive Council members, as well as several key US legislators and the Obama Administration.

From the period of 1984 – 2009 Mr. Forrey worked at Cleveland ARTCC, one of the most complex and busiest Air traffic facilities in the world.  During his FAA tenure, Mr. Forrey served on numerous FAA committees and workgroups.  Mr. Forrey has visited and analyzed traffic operations at over 150 air traffic facilities during his career, and has a keen understanding of the technology, procedures and operation in both the terminal and en route options (tower, approach, and area control).  Mr. Forrey has extensive executive experience in labor and management organizing and in strategic human resource management.  Mr. Forrey is a trained air safety investigator, arbitration advocate, and licensed private pilot.  Mr. Forrey has studied and successfully completed training in labor law and arbitration processes, as well as numerous courses on collaborative negotiations.  Mr. Forrey is now retired from the FAA and serves as Executive Vice President – Technical for IFATCA.
